Michael Baxter Policy Analyst, Public Policy
Michael Baxter is a policy analyst with the Public Policy department of the National Business Group on Health where he provides policy support for the department’s vice president, the Business group’s president, and Business Group member companies. He is responsible for legislative and regulatory research, analysis, and communications support on employer-sponsored health benefits and disability policy issues.
Prior to joining the Business Group, Baxter served as a legislative director at the U.S. House of Representatives. In addition to directing the implementation of a legislative agenda for a member of Congress, Baxter focused on health care, education, appropriations, military, defense and veterans affairs issues.
With over 10 years of experience in legislative policy and political campaigns, Baxter administered responsibilities to the U.S. House Energy and Commerce Committee (Health Subcommittee) and co-chaired responsibilities to the Republican Conference Health Care Access and Affordability Team, the 21st Century Health Care Caucus and the Congressional Mental Health Caucus. Baxter assisted in securing $150 million in Medicaid transformation grants for the adoption of innovative methods to improve the effectiveness and efficiency of State Medicaid programs, equalizing mental health copayments for seniors under Medicare and implementing federal studies of hospital-associated and medical device infections. He also received the “2006 Distinguished Congressional Staff” award from the National Association of Community Health Centers.
Prior to working for Congress, Baxter served as a federal appropriations and issues lobbyist for MWW Group where he maintained responsibility for a variety of clients including Hoffman La Roche Pharmaceuticals, Whitman Walker Clinic, the National Association of Community Health Centers, Scleroderma Foundation, Fidelity Investments, Golin Harris, Hitachi America and Bacardi with over $7 million in client appropriations wins. At MWW, he also received the “Rookie of the Year” award for public relations and lobbying.
Baxter also worked as a research assistant for the Defense and Foreign Policy department at The Heritage Foundation, as assistant director of Marketing and Communications for The George Washington University and for a variety of congressional campaigns.
Baxter holds a Master of Arts degree in legislative affairs with a dual focus in public policy and lobbying from The George Washington University in Washington, D.C. and graduated with high honors with a Bachelor of Arts degree in political science from Albright College in Reading, PA.
